I think the utility of `items_are_equal' stands on its own. Once it's
in the standard, people will find uses for it beyond `strip'. (As an
aside, I'd be curious to know how many people reading this have ever used
strip). So I'd be glad to see Steve offer a precise version of this as
a formal amendment.
