I think this is a matter of the tool that generates the short forms. The 
problem is that creation routines must show up in the short form, regardless
of their status as features. So a simple "short" tool always includes everything
under the creation clause, and does what it always did before with the
feature clauses. Hence creation routines that happen to be public features
appear twice.
