Firstly, absolultely no offence was taken by the inadvertent
posting - it's a relief to see a spontaneous thought posted
for a change!
I agree that progress in the Library Committee has been slow. The
reason is that I believe no real progress at all could be made, except
from the basis of a [P]ELKS mutually agreeable to the three compiler
vendors. This is a pragmatic, real-world issue, and no amount of
'technical' discussion can resolve it.
However we are now on the verge of such an agreement, almost ready to
put forward a KLS vintage '95, which provides a basis for real
consensus on which we may continue our work.
I'd also like to comment on a few of the points Paul make in his
Manifesto:
I don't believe we have had a problem with apathy on the Library
Committee. There was one difficult vote, in Feb - March ( I don't
have access to the archives) when many factors conspired to produce
an unsatisfactory vote. Some of these were:
* 2 companies retired from NICE, leaving their delegates unable to
vote
* One member was travelling and had difficulty keeping up contact.
On the matter of the Voting and Membership rules, I have these
comments:
* The regulations in the NICE charter state that an amendment motion
must attract the majority of the committee members' YES votes.
* It is possible now to vote ABSTAIN, with the meaning being as Paul
suggests.
* I don't think threat of removal is necessary to properly motivate
committee membership!
* The Chair may currently allow non-members to post to the committee.
In fact, I believe the significant movement towards consensus which is
happening right now will produce a much more agreeable basis from
which we can work more harmoniously.
It is a properly founded spirit of cooperation, and not extra voting
rules, which will condition our success!
