The main problem facing the library committee is the distinction between "No" votes, abstention and apathy. We have seen proposals fail, not because the committee doubted that they were good, but because some committee members failed to vote. Therefore, if I am elected I will put forward a motion to the Board recommending a change to our voting rules. The motion will propose that: 1: A proposed modification will still require a majority of all votes cast. However members who fail to vote will not be counted. 2: A new vote of "ABSTAIN" will be introduced. 3: If a proposal fails to gain a majority of either YES or NO votes then it will be sent back to the proposer. The proposer may withdraw the proposal, or modify and resubmit it at a later date. 4: If a modification gains a majority of NO votes then it has failed and cannot be reconsidered for that vintage. It can be resubmitted for a later vintage. Hence an ABSTAIN vote is essentially a vote for more consideration and discussion, rather than an outright rejection. Any member who misses two consecutive votes without good reason will be removed from the committee. Every Monday I will post a message giving the current committee status and summarising any changes made in the previous week. In addition I would like to extend membership of the committee. I plan to introduce "non-executive members" who will be able to post to the committee list but not have a vote. NEMs will be appointed and removed by the Chair. Applications for NEMship will be solicited on comp.lang.eiffel.
